Meaning, ask someone who can successfully managed their own finances, because if you just ask someone who is just 'okay' at managing and they are bouncing a check every now and then, you will probably end up the same way. Therefore, you want to take advice from someone who can manage his or her own finances well.
When making up your own system, you will need to track your progress. You should be able at any given time be able to look at your finances and your budget to compare what you have now, to what you had last year, or last month. When you compare you should be about on budget and on top of things.
Personal finance management also includes managing your investments and cash flow for tax purposes. If you successfully manage your finances, then you should be able to be prepared to file taxes. Managing you finances well are important to you because of the purpose of taxes and because if you cannot manage your money, then you can be legally penalized.
